FUNCTIONS & DUTIES

The functions and tasks of the High-Tech Innovation Center (HTIC) are stipulated in Decision No. 164-QD/VHLKHCNVN, dated April 28, 2026, of the President of the Vietnam Academy of Science and Technology.

The High Technology Innovation Center (HTIC) performs scientific research, high-technology development and transfer, and provides technical services and science & technology consultancy.

HTIC's duties are tied to serving socio-economic development, helping enterprises and state agencies adopt advanced technologies, while promoting innovation and international integration.

FUNCTIONS

  • As a hub connecting the innovation ecosystem, technology incubation, science and technology enterprise incubation, and startups; promoting scientific research with the market and technology transfer within the Academy.
  • The organization is responsible for operating and managing the Technology Testing Zones, Technology Research and Development Zones, and Technology Incubation Zones (hereinafter referred to as Technology Zones) assigned by the Academy.
  • Organize scientific research activities, training, international cooperation, reception, innovative research, technology mastery, technology development and application, science and technology consulting and services according to Party regulations, State laws and the Academy.

KEY DUTIES

  • Connecting, building, and operating an innovation, incubation, and startup ecosystem; developing a technology transfer market; and publishing and promoting technology.
  • Providing co-working spaces, showcasing and demonstrating technology, conducting research, testing, and refining technology at technology zones assigned by the Academy.
  • Supporting intellectual property registration, technology transfer, and commercialization of research results; acting as a bridge between scientists, research institutes, businesses, and the market.
  • Conduct research and development activities and decode technologies in the following fields: advanced materials, pharmaceuticals, organic chemistry, cosmetics, energy, environment, climate change, applied biology, agriculture, food, mechanics, electronics, standards and quality measurement, information technology, and high-performance computing, in accordance with the law.
  • Organize activities to improve technology, design and manufacture technological products; produce and commercialize based on the results of scientific and technological research in accordance with the law.
  • Conducting scientific and technological consulting and service activities including: a) Consulting (planning; evaluation; appraisal; supervision, design, manufacturing) of scientific and technological projects, works and products, and environmental projects; developing technology transfer markets, publishing and promoting technologies; b) Deployment, application and consulting in the fields of high-performance computing, cloud computing, fog computing, information technology and related fields; c) Scientific and technological services in the fields of chemistry, biology, pharmaceuticals and cosmetics; materials; environmental monitoring and analysis, greenhouse gas emission inventory; mechanical and electronic engineering; inspection, calibration, measurement, adjustment, testing of measuring instruments and measurement standards; food, sustainable agriculture and circular economy; telecommunications and other related fields as prescribed by law.
  • Organizing conferences, seminars, training courses, short-term training and certification programs, and issuing certificates of completion in the fields of science and technology, innovation, digital transformation, and related areas to meet the capacity building needs of officials, civil servants, and employees in agencies, organizations, businesses, and localities in accordance with the law.
  • Cooperate, joint venture, and associate with domestic and international organizations on research and application of science and technology according to the provisions of law and the Academy.
  • Managing the organizational structure and apparatus; managing and utilizing management staff, officials, and employees of the unit in accordance with the law and the regulations of the Academy.
  • Manage the unit's finances and assets according to the provisions of law and the Academy.
  • Perform other duties as assigned by the President of the Academy.
